Jesse is a partner in the Strategic Transactions & Licensing group.

Jesse is a technology transactions and M&A lawyer who represents many of the leading companies building at the intersection of national security and frontier technology, alongside a broad practice serving emerging and established technology companies across artificial intelligence, deep tech, enterprise software, and consumer products.

He is known for structuring and negotiating the intellectual property, licensing, data, and commercial arrangements that allow founders to monetize their technology and scale on favorable terms — particularly in transactions where startups face sophisticated counterparties. He advises founders on product counseling, strategic alliances, data privacy, and commercialization strategy, and counsels venture capital investors and acquirers on the IP and technology aspects of financings and M&A.

Jesse has particularly deep experience in the defense and national security technology sector. A former submarine officer in the United States Navy, he brings firsthand knowledge of defense technology to his work with defense tech, space, and autonomous systems clients across land, sea, and air. His broader industry experience spans artificial intelligence and machine learning platforms, robotics, automotive telemetry, biotechnology, fintech, and enterprise SaaS.

Over nearly 15 years of practice, Jesse has supported venture capital funds and company clients in nearly 400 venture financings representing more than $10 billion in capital raised and deployed, and has advised on M&A transactions with aggregate deal value well in excess of $15 billion.
